A Short-Term Residential Therapeutic Program (STRTP) in California is a licensed residential facility that provides intensive, trauma-informed care and supervision for children and nonminor dependents who have experienced abuse, neglect, or emotional disturbance. STRTPs offer:
- 24-hour nonmedical care and supervision
- Specialized treatment and support services
- Mental health services, approved by the California Department of Health Care Services
- Evidence-based practices in a structured, nurturing environment
These programs are part of California’s Continuum of Care Reform and aim to reduce reliance on long-term group care by offering short-term, individualized treatment in a home-like setting. STRTPs must be licensed by the California Department of Social Services and meet specific standards for accreditation and mental health program approval.

In California, Short-Term Residential Therapeutic Programs (STRTPs) provide specialty mental health services to children and youth who meet Medi-Cal medical necessity criteria. These services are trauma-informed, culturally relevant, and designed to support emotional and behavioral stabilization in a structured residential setting. Key specialty mental health services available in STRTPs include:
- Mental Health Assessment: Evaluates the youth’s emotional, behavioral, and psychological needs.
- Individual and Group Therapy: Delivered by licensed or credentialed mental health professionals.
- Plan Development: Creation and monitoring of individualized treatment plans.
- Medication Support Services: Includes prescribing, monitoring, and education related to psychiatric medications.
- Crisis Intervention: Immediate support during acute emotional or behavioral episodes.
- Targeted Case Management: Coordination of services across systems (e.g., education, child welfare, health).
- Rehabilitative Services: Skill-building to improve functioning in daily life and social settings.
These services are provided under the oversight of the California Department of Health Care Services (DHCS) and must comply with Title 9, Section 1830.210 of the California Code of Regulations.

Residents of our Short-Term Residential Therapeutic Programs (STRTPs) have access to specialized educational programs designed to meet their unique academic and emotional needs. This program features:
- Small class sizes to foster personalized learning and close student-teacher interaction.
- Individualized attention through tailored instruction plans that align with each youth’s academic level and therapeutic goals.
- Credit recovery opportunities to help students catch up on missed coursework and stay on track for graduation.
- Trauma-informed educational practices that support emotional regulation and engagement in learning.
- Collaboration with our local education agency (LEA) to ensure compliance with state standards and continuity of education.
These educational services are integrated into the STRTP’s overall treatment plan and are delivered on-site through a partnerships with Central Unified School District.
